On 27 February 2025, the formal signing of the contract for the construction of the Narva-Jõesuu pier and the first opening meeting took place in Narva-Jõesuu. The construction works will be carried out by Infragreen OÜ, KMG OÜ and Varmotek Grupp OÜ, the joint contractors that won the public tender. The value of the works contract is €4 703 320 including VAT and the works are scheduled for summer 2026.
Mayor of Narva-Jõesuu Maksim Ilyin: “By signing today’s agreement on the construction of the pier, I am fulfilling a personal promise I made to the families of the victims of the tragedy in early July 2015. I would like to recall that four people, including two children, died in the Narva estuary as a result of this tragedy. My meeting with the relatives of the victims is still in my mind’s eye. At the time, I personally promised them that sooner or later the mule would be restored and the dangerous situation in the estuary would be eliminated. This process has taken almost 10 years, but the promise will be fulfilled.”
According to Janek Uibo, Infragreen board member, the construction of the Narva-Jõesuu pier is a significant project that will support the development and environmental protection of the entire region. “This pier is not just an infrastructure element, but also an important step in protecting the coastline from erosion, and will add to the attractiveness of the area for both local residents and tourists. In addition, the new jetty will help to improve shipping traffic, as currently the shipping channel in the Narva estuary is periodically blocked by silt moved by the tides. Our goal is to ensure that the mule performs its functions efficiently and in the long term through high-quality construction, thus supporting the sustainable development of Narva-Jõesuu and the entire region,” Uibo added.
The project involves the construction of a pier on the western side of the Narva River estuary, on the site of a previously unfinished pier near the border between the Republic of Estonia and the Russian Federation. In addition to the pier, the project includes an access road with a service area, lighting and landscaping of the pier.

The construction of the Narva-Jõesuu pier is being carried out within the framework of the project “Development of the waterway network and entrepreneurship in the Ida-Viru region”.
The project “Development of the waterway network and entrepreneurship in the Ida-Viru region” aims to improve the region’s waterway connections between the North Coast and the Peipsi and to develop a network of entrepreneurs around them. In addition, business support services will be reorganised to support entrepreneurs and increase the attractiveness of the region. The Narva-Jõesuu pier will be the connecting link of the project and will be renovated, providing a better connection to the Narva River and creating additional opportunities for services at the pier.
To achieve the project’s objective, it will also prepare a comprehensive concept for waterway development, develop business networks to exploit the potential of waterways and develop the physical environment to facilitate the provision of new services. In addition, a novel virtual reality solution will be developed and tourism packages will be developed to showcase the region as a whole, focusing on the importance of waterways.

The project will be financed by the European Cohesion Policy funds through the measure “Attractive regional business and living environment”, the measure for the implementation of the development strategies of counties, the budget of the city of Narva-Jõesuu and the partners.
The eligibility period of the project is 1.01.2024-28.08.2026.
The construction period of the project is approximately 17 months.
