Partnership agreement boosts development of Ida-Viru’s waterways and tourism businesses

Narva-Jõesuu Business Conference “New horizons from land and sea!” on the second day of the conference, May 9, 2025, a partnership agreement was signed at the Noorus SPA conference centre, officially launching a large-scale regional development project – ” Development of the Ida-Viru Region Waterways Network and Tourism Business”.

It is a strong regional cooperation network, which aims to create a functioning and sustainable waterway network and to develop related business throughout Ida-Viru County.

The contract was signed by:

  • Rein Peiker, Member of the Board of Narva-Jõesuu Port SA

  • Maksim Ilyin, Narva-Jõesuu Mayor

  • Eve East, Mayor of Toila

  • Kairi Hõbemeri, Member of Alutaguse municipality government

“This is not just a contract – it is a decision for the future. We are not just talking about the development of ports or infrastructure, but about the balanced and sustainable development of the entire waterways region,” stressed Maksim Ilyin, Mayor of Narva-Jõesuu.

Eve East, Mayor of Toila Municipality, added: “The signing of the cooperation agreement is an important milestone for us, as it brings us closer to our goal of making Toila Harbour a modern and versatile gateway to the sea.”

Kairi Hõbemeri, from the Alutaguse municipality, underlined: “We are investing in the soft activities of the project – business and tourism network development. This agreement will also help to move forward with other developments in the region.”

The project will focus on the reconstruction of the Narva-Jõesuu pier, which will include the construction of a new hydro-technical building with a lifespan of at least 50 years, including lighting, a service area and an access road. The estimated cost of the works exceeds 4 .6 million, with a completion date of July 2026.

In addition to the physical infrastructure, the project will also invest in “soft activities” – creating a business network, training and events, developing tourism packages and a virtual tour based on the regional shipwreck and the heritage of the Hanseatic Route.

Ida-Viru Tourism Cluster, the city of Narva , the Association of Small Ports of Virumaa and the Vaivara Blue Mountains Foundation are also participating in the project .

The project “Development of the waterway network and tourism business in the Ida-Viru region” is financed by the European Union Cohesion Policy funds through the measure ” Attractive regional business and living environment” and the partners’ own contributions. The eligibility period of the project is 1 .01.2024-28.02.2027.
